Paid Family Leave – NYS Style
New York State’s 2016 budget included Paid Family Leave (PFL) Legislation that is scheduled to be effective January 1st, 2018. All employers subject to New York’s Short Term Disability Law (NYS DBL) are required to offer this new benefit. Basically, all employers in New York, other than public and municipal employers, are subject to NYS DBL and will be subject to the PFL law.
Final regulations, including mandatory, employee paid premiums set by NYS, are scheduled to be released in June of 2017. The week of May 21, 2017 the State released draft legislation (http://www.wcb.ny.gov/PFL/pfl-regs-text-revised.jsp) which requires a 30-day public comment period. We don’t expect the final rules to be implemented until late June.
